Community and capacity issues concern different aspects of human elements of SWM systems. Although the fundamental objective of SWM systems is to serve community needs, they cannot do this unless they are designed with community requirements in mind and unless the community is motivated to respond to the opportunities afforded by the SWM system. In turn, identification of community priorities and the effective design and implementation of SWM systems requires a human resource capacity capable of leading a modern SWM sector. On-going interaction between the community and those leading the sector is therefore necessary to ensure that SWM systems meet, and continue to meet, community requirements in an environmentally appropriate manner.
